The fact that urbanization is at an alarming rate in the country in general, due to high population pressure and regional growth in several aspects. However, this was not supported by better economic, social, infrastructural, and development plans.

Concerning Local Development Plan (LDP): The Local Development Plan (LDP) is a planning instrument through which the implementation of the provisions of the Structure Plan is realized. It provides requirements for the development of necessary infrastructure and facilities, allowable land use categories, and open spaces for the selected area as well as specifying programs and regulations necessary to finance infrastructure and public works projects. The local development plan selected on priority areas, the ones identified as an area which is assumed to minimize the existing socioeconomic problems of that particular town strategic investment areas in the city by the structure plan, considering its location, the LDP will either be an urban redevelopment or an expansion site development.
Coming to our LDP site area was selected after several public and stakeholders discussions in order to at least minimize the existing socioeconomic problems such as waste disposal, drainage system, traffic accident, market, and other urgent issues.
Hirna town found in west hararge zone Tulu district, Hirna(hiru) means to divide the Etu Oromo who was surrendered at the battle of Asabot into various minilik camps. The City population is estimated as 19,282 of which 9,908 male and 9,374 females, the city is subdivided into three kebeles, zero one, zero two, and zero three kebele, and our LDP covers two kebele which are found in the inner city alongside to the main asphalt road Harar to Chiro town. The city is 264km far from finfine and 119km from Harar. The foundation of the town is mainly associated with the expansion of emperor minilik’s intention to occupy the chercher in 1887 in which Dejech welda gabreil marched and set up camp at hirna and attacked by Etu farmer in which Dejch fled to awash (Marcus,1975).
